I think mays route when she leaves to journey again (after fourth heart) is bugged looked everywhere up to slateport several times to no avail, maybe some other quest messed with it? If someone can tell me where she is exactly so i can check then that would be much appreciated.
I was stuck in the same part, after wandering the map for a lot of time I've discovered that while the quest says that you need to speak to Gal Goodgirl, what you actually need to do is defeat Bea (gym leader ) in Dewford. Then go to Rustboro to talk to Gal.

Open the Pokemon screen, select the Pokemon and you should see several HM Moves it can use, no need to actually learn the move itself.
Some HMs do require specific badges.

Do any of the starters like lucario or growlithe have H scenes? Really loving the game but i haven't found any at all for that batch of starters.

You can use it after beating Whitney. You only need a Pokémon that can use the move, I think mawile can

You have to finish something else before you can find her, don't remember what was it, but try to finish other quests or talk to Lusamine

I can't find Lurantis. Does anyone know where to get her? Also, I don't know how to breed the sub starters
Talk to the cashier in the Pretty Petal Flower Shop near Rustboro, then search the area behind the shop to find Fomantis.
